James was the seventh-born son of John D. Finley of Indiana and Keziah Head of Tennessee. He may have been one-quarter Cherokee through his mother. His siblings were: Samuel Emanuel Finley (1846 – 1917); John William Finley (1848 – 1850); John Jay Finley; Henry Head Finley; Nancy Caroline (Finley) Keithly; Elizabeth Finetta Finley (1858 – 1887); Marenda A Finley; Jefferson Davis Finley; Andrew Jackson Finley; William D. Finley; Martha E. Finley; and Alvin Wesley Finley (Aug 18, 1870 CA - November 26, 1950, San Mateo County).

James (Jim) Finley never married. His twin sister, Marenda, died the same day they were born. Jim helped his father and brothers on the Finley ranch, and when his father died he inherited land on Irish Hill. He played the fiddle at local dances and was a music lover.
