Wilbur Dyer was born April 6, 1907 in Lloyds Bridge , La to Machen and Virginia Gunn Dyer. He was a cattleman in Cheyneyville and served five terms as the Police Jury President before being elected to the Louisiana State legislature in House District 29 in 1974. He served two terms there. Wilbur is remembered by many local residents as instrumental in establishing the Cotile, Kincaid and Indian Creek watershed projects. He received the Water Conservationist of the Year award in 1966 from the Louisiana Wildlife Federation. Wilbur was also past president of the Rapides Parish Cattlemen's Association; past master and past district deputy grand master of the Masonic Lodge F&M No. 286 of Cheneyville and past president of the Rapides Parish Gin Company of Cheneyville.
Wilbur is remembered as an "honest" and "fair" man who did his best both as a police juror and as a representative to ensure the well-being of Rapides Parish and central Louisiana.
