Daughter of the late George H. and Carrie D. Parker Dunn. She graduated from Romulus High School in 1945. On July 27, 1946 in Hall, NY she married the late Sidney G. Baxter; he passed away on Sept. 19, 1973. Helen continued her education attending Albany State Teachers College for three years before starting her family.
A Nurse's Aid at Soldiers & Sailors Memorial Hospital in the 40's and 50's, she had worked at Krebbs Grocery in Weston for 15 years before becoming the Town of Tyrone Clerk for 24 years, retiring in 2010. Mrs. Baxter was a very active member of the former Tyrone Chapter # 612 Order of the Eastern Star; having been the Grand Representative of Tennessee in New York, prior to becoming a member of the Fern Chapter #141 O.E.S. in Montour Falls. She was also very active, holding many offices in the Tyrone Fire Dept. Ladies Auxiliary; the Weston Presbyterian Church, and will be remembered as the writer of the Tyrone "Neighborhood News" section in the Dundee Observer for many years.
