U.S. Congressman. He attended Phillips Academy Massachusetts, Harvard University Massachusetts, studied law, was admitted to the bar in 1854 and commenced to practice law in Buffalo, New York. During the Civil War, he served as a Major on the staff of Union Army General John C. Frémont. After the war, he was US Attorney for the northern district of New York, (1867-71), Lieutenant Governor of New York, (1875-80), commissioner of the New York State survey in 1876 and commissioner of the New York State reservation, in 1883. In 1883, he was elected as a Democrat to the Forty-eighth Congress, serving until 1885. Declining to be a candidate for re-nomination, he was appointed US District Attorney for the southern district of New York. In late 1885, he purchased the New York Star, which he owned until his death at age 56. His home located at Buffalo, New York, was listed on the National Register of Historic Places in 1980.
