He was the second son and third of four children born to Walter Boley and Alvera Creer Devey. Dick grew up working with the family in the dairy, poultry, and farming businesses and later in their retail clothing business. Also living boyhood adventures with childhood friends and neighbors. He attended the local schools graduating from American Fork High School in 1950. Dick attended BYU for two years then served a mission for the LDS Church in the British Mission. England became dear to his heart forever, returning many times.

He also received a Masters of Retail Management from New York University in 1963. Working with his father Walt, they built a successful retail clothing store business, Devey's, in American Fork, Orem, and Salt Lake City.
Dick actively participated in local politics, community service and on the AF Hospital board. For 30 plus years, he taught as an adjunct faculty member of the BYU Business School, and enjoyed working with the LDS Philanthropies until his retirement. Service in the church was constant in ward and stake callings. Always willing to teach and share his testimony of the Restoration.
On April 7, 1982, Dick married Helen Margaret Wakefield in the Salt Lake LDS Temple. They were blessed with a daughter, Jennie Lynn Devey Boldt (Jonathan) American Fork, and a son Andrew Richard Walter Devey (Lisa White) American Fork.
