"Elsie Virginia Clark, who was considered the "Rosa Parks" of Bloomsbury Square for her longtime efforts to save the community from becoming a parking lot, died of natural causes Nov. 6 at her home in Annapolis after a two-year illness. She was 102.
The former Elsie Virginia Davis was born June 12, 1902, at home on Chinquapin Round Road in Annapolis, and was the oldest of four sisters and two brothers. She attended Annapolis Elementary School on Green Street.
When she was 13, her father died of a heart attack at age 37. She left the fifth grade to work in a cotton mill in Baltimore.
When she returned to Annapolis, she was taken by her mother to the Clarks' home to meet George Myron "Oakie" Clark, home from the Army and they dated for six months. They were married on June 27, 1917, when she was 15 years old.
The couple had four children during 62 years of marriage before his death on Feb. 7, 1980.
A homemaker, she lived in the Bloomsbury Square public housing development for more than 46 years and worked diligently to keep the state from tearing down the community for a parking garage for state employees. She was recognized by the mayor and an alderman for her efforts to beautify and save the community.
The state prevailed, however, and the community eventually was moved a block northwest and rebuilt with brick townhouses. The Capital had several articles about her activism and her 100th birthday.
Her interests also included her family. Surviving are two daughters, Catherine Virginia Woolford and Elsie Lucille Oliver, with whom she resided, of Annapolis; one sister, Adele Stockett of Annapolis; 15 grandchildren; 23 great-grandchildren; and 16 great-great-grandchildren.
She was the daughter of the late William Davis and Lola B. Tolson; the mother of the late William Leroy Clark and James Donald Clark; and the sister of the late William H. Davis, Harry H. Tolson, Bertha Sullivan, Pearl Freeman and Hazel Orluskie..."
