He was the son of John M. Dallam and Hannah Field Dallam.
On May 18, 1905, he married Claire Myton at Grace Episcopal Church at Hutchinson, Kansas.
They had no children.
On June 12, 1896, he was appointed as Second Lieut. On April 6, 1917, he held the rank of major in the Regular Army. On July 25, 1917, he was assigned to the Cavalry. On April 10, 1918, he was appointed temporarily to Lieut. Colonel On April 10, 1918 he was appointed temporarily to Colonel. On June 7, 1918, he was detailed to the Quartermasters Corp. He was assigned to Fort Bliss in Texas; Fort Sam Houston in Texas; the District of Columbia; Boston, Massachusetts and France. He was in France from July 15, 1918 to August 5, 1919 where he served at St. Mihiel, Meuse-Argonne and with the Defensive Sector. He received an honorable discharge with the rank of Colonel on August 31, 1919 and reverted to Regular Army status. He was cited for faithful devotion to duty.

From 1928 to 1931, Colonel Dallam commanded the 5th United States Cavalry Regiment at Fort Clark, Texas. In 1938m he retired from active service.
