Henry David Cooke was born in the District of Columbia. He attended public schools in the District and New York. In 1899, he entered the United States Naval Academy from New York. After graduation in 1903, he served for two years aboard the USS Mississippi and the USS Pampanga. While on the Pampanga he was wounded in an encounter with hostile Moros on Jolo Island in the Philippines. He was commissioned as an ensign in 1905. In 1907, he was a crew member of the USS Virginia, which was one of the ships on a famous around the world cruise. When he returned to the United States he was assigned to Annapolis where he taught physics, chemistry and electrical engineering. He received additional training in ordnance at the Naval Yard in the District of Columbia. In 1912, he left for sea duty. During World War I he was commander of the USS Allen. He received the Navy Cross for distinguished service in line of his profession as commander of USS Allen operating in was zone and protecting vitally important convoys of troops and cargo ships through an area of submarine activity and for prompt, efficient action in contacts with enemy submarines on March 11 and 16, 1918.

From 1921 to 1923, he was head of the electrical engineer and physics departments at the Naval Academy. From 1931 to 1932, he was Commandant of the united States Naval Academy at Annapolis. While commandant he was also head of athletics at the academy. In 1939, he retired from service after 40 years. He was on active duty during World War II from 1942 to 1945 as commodore of Atlantic convoys. In 1945, when he retired for a second time he was awarded the Bronze Star. He died at the age of 78 on Sunday night, July 6, 1958 at his home in the village of East Hills (Roslyn Heights) on Long Island, New York. Survivors included his widow, Elinor T. of the home address in East Hills and one sister, Mrs. L.S. Paylen [should be Palen] of Geneva, Switzerland. Funeral services were held in Roslyn, New York. Interment was in Arlington National Cemetery on Monday, July 28, 1958.
