US Congressman. The brother of US Congressman Frederick Cocks Hicks, he was commissioner of highways for the town of North Hempstead, New York, (1894-96, 1898) served in the New York State Senate, (1901-02) and a member of the New York State Assembly in 1904. In 1905, he was elected as a Republican to the Fifty-ninth, Sixtieth and Sixty-first Congresses, serving until 1911. An unsuccessful candidate for reelection, he was member of the board of managers of Swarthmore College, president of the Friends Academy Nassau County, vice president of the Roslyn Savings Bank, director of the Bank of Westbury and the Bank of Hicksville. In 1924, he was elected Mayor of the Old Westbury, Long Island, New York and served until his death at age 70. (bio by: John "J-Cat" Griffith)
