US Congressman. US House of Representives from the 21st District of New York. He was admitted to the bar in 1808 and commenced to practice law in Niagara County, New York. That same year he was appointed the first Surrogate Judge for Niagara County. From 1809 to 1811, he was a member of the New York State Assembly, served in the New York State Senate, 1813 to 1816 and also served as Niagara County Clrek 1815 to 1816. In 1816, he was elected as a Republican to the Fourteenth Congress to fill the vacancy caused by the resignation of Peter B. Porter and served until 1817. His younger brother Staley N. Clarke, was also a US Representative from New York.
