He was born March 7, 1942 in Fincastle, the son of the late Walter Clyde Burns and Leona Young Burns.
His wife, Norma, whom he married on 18 May 1963 survives.
In addition to his wife, other surviving family members are three children, eight grandchildren, three brothers, and four sisters.
In addition to his parents, Charles was preceded in death by a sister, Jane Bloom.
