He was a member of Oak Grove Baptist Church. He was employed for many years by Custom Builders.
Mr. Brown is survived by his wife, Carolyn Russell Brown; his grandmother who raised him, Rhoda Brown of Williamsburg; his son, Randy C. Brown Jr., and his daughter, Corinthia Russell, both of Williamsburg; his mother, Doris Ann Brown Matthews of Newport News; his sisters, Patricia Foster of Williamsburg, Cindi Hatcher, Melissa Phillips and Veronica Phillips, all of Newport News, and Shelia Batts of Fort Meade, Md.; his brothers, Kenneth Brown of Williamsburg and Franklin Phillips Jr. of Jacksonville, Fla.; and three grandchildren.
The body may be viewed from 5 to 7 p.m. Monday at Whiting's Funeral Home. A funeral will be held at 1 p.m. Tuesday in Whiting's chapel. Interment will follow in Cedar Grove Cemetery. Family and friends will assemble at 4346 Ironbound Road by noon Tuesday.
