Jacob was born about 1753-1754 based on his age at death (he was in his 69th year), the son of Thomas Blackwell and Susannah Titus. He is presumed to have been born in Hopewell Twp., old Hunterdon (now Mercer) Co., NJ, where his parents resided.

He was named co-executor of father's will, 1777. He married Elizabeth Drake on 28 Dec. 1796 in Hopewell. In 1805, he inherited land from his uncle Jacob Blackwell (of which he sold 300 acres in 1808); he was also his uncle's executor. He purchased the Indian Queen Tavern in Trenton from his brother Andrew's estate. He was apparently the same Jacob Blackwell who was called "Capt." in Dr. Benjamin VanKirk's journal.

He died in Hopewell Twp., according to his obituary.
