Chapman T. Blackwell III, 83, of Columbus, Indiana, died April 29, 2015. He was born June 4, 1931, in Henderson, Kentucky, to Ernestine (Haughton) and Chapman T. Blackwell Jr.

Chap was a 1949 graduate of Barrett Manual High School and a 1954 graduate of Indiana University, with a Master of Science Degree in Business. He served two years in the U.S. Army before moving to Columbus in 1956 to begin a 29-year career at Cummins Engine Company.

In 1965 he was appointed by the mayor to serve on the Parks and Recreation Board, which he did for 32 years. While serving, he received the Indiana Park & Recreation Association Outstanding Community Service Award, the American Park & Recreation Society Meritorious Service Citizen Award, the Great Lakes Regional Council Citizen Board Member Award, the Indiana Distinguished Life Membership Award and the President’s Club Lifetime Achievement Award.

During his tenure, Columbus received the National Recreation & Park Association Outstanding Citizen Board Award in 1983 and 1990, and the National Gold Medal Award in 1995. He also served on both state and national Parks and Recreation Associations. In 2000, Columbus dedicated Blackwell Park in his honor.

Chap was also very committed to Indiana University. He rode for the SAE’s in the first Little 500 in 1951. From 1951 to 2001 he competed in or was an official for the Little 500 every year except two. He was the men’s race assistant starter for 24 years and the official starter from 1981 to 2001. He was also the starter for the Women’s Little 500 for eight years. He served on the first IUSF Steering Committee, was a longtime member of the IUSF Board of Associates and a member of the Well House Society.

He is survived by his wife of 15 years, Mary Ann (Fitzgerald) McClure Blackwell; son, Chapman T. Blackwell IV; daughter, Deborah (Brent) Blackwell Smith; sister, Ernestine (Terrell) Blackwell Elliott; grandchildren, Ryan McKinley Blackwell, Clayton Matthew Blackwell, John Blackwell Smith, Anne Brentson Smith and Scott Matthew Smith; stepdaughter, Heather McClure McCormick; stepson, William (Kim) Brett McClure; and step-grandchildren, William Alexander McClure, Drew Logan McClure, Meredith Kate McCormick and Seth Patrick McCormick.

He was preceded in death by his wife, Nancy Blough Blackwell; stepson, Patrick Dean McCormick; and his grandson, Chapman T. Blackwell V, who died April 5, 2015.

Visitation will be at 1 p.m. Saturday, May 9, at St. Paul’s Episcopal Church at 2652 California St. in Columbus. Service will follow at 2 p.m. Burial will be May 11, 2015, in Fernwood Cemetery in Henderson, Kentucky.
