Former county commissioner

Carles Billips, 67, of Andersonville, died Wednesday, Sept. 22, 1999, at St. Mary's Medical Center in Knoxville.Mr. Billips served as a member of the Anderson County Commission from 1990 to 1994. Earlier this year, he was appointed to the Anderson County Election Commission.He was an administrator with the Tennessee Department of Education for 30 years and retired as director of the East Tennessee Division of the state Department of Education.During 1996-97, Mr. Billips was a volunteer football coach at Anderson County High School and was a former board member and coach of the NAGAF Recreation Association.He was born in New Hall, W.Va., on Oct. 31, 1931. He received his bachelor's degree in 1958 from Emory & Henry College, and his master's degree in 1963 from the University of Tennessee. He also attended the Drug Education Program at the University of Texas Medical School. He was a U.S. Navy veteran of the Korean War.Mr. Billips was a member of the Norris Religious Fellowship. He was a member of the Norris Optimist Club from 1972 to 1986 and also belonged to the Anderson County Beekeepers Association, the Antique Automobile Club of America and the Clinton Region Antique Car Club.He is survived by his wife, Lee Breeding Billips; his daughter, Lee-Ann Williams and her husband, Lynn, of Decatur, Ga.; two sons, Michael Billips and his wife, Candy, and Matthew Billips and his wife, Virginia, all of Decatur; two grandchildren, Kassi and Jon Williams; and his mother, Hassie Billips of Beckley, W.Va.His father, Wade Billips, his sister, Goldie Paulman, and his cousins, John K. Collins and Bill Adkins, died earlier.A memorial service will be conducted at 2 p.m. Sunday, Sept. 26, at Norris Religious Fellowship. The Rev. Keith Havercamp and Robert Puckett will officiate.The family requests any memorials be in the form of donations to the Norris Religious Fellowship Memorial Fund, P.O. Box 1355, Norris, TN 37828; or to the Casto Ramsey Scholarship Fund, c/o Emory & Henry College, P.O. Box 947, Emory, VA 24327.The family will receive friends at the church following the memorial service.Holley-Gamble Funeral Home in Clinton is handling arrangements.
