Clifford attended Manning (Iowa) High School, and in 1925 graduated from the University of Iowa's College of Medicine. Subsequently, he joined the U.S. Army Medical Corps, and in World War II he was division surgeon for the 82nd Airborne Division. Later in the war he served as a surgeon with the U.S. Third Army in Europe.
After retiring from the Army, Doctor Best became chief of clinical services at a United Mine Workers Hospital in Hayward and Pikesville, KY. He was also a fellow of the American College of Physicians, and a diplomat of the American Board of Internal Medicine.
