Charles Monroe Bell was born in Washington County, Illinois, but migrated to Texas with his parents, siblings, and other family members about 1875. His father, A. L. Bell, purchased land near Manor, Texas, where he farmed cotton.
Charles Bell married Mary E. Harrell on September 6, 1886. They became the parents of two daughters.
Charles became a merchant and owned a general merchandise store in Austin, Texas.
