Born on Aug. 12, 1944, in Nairobi, Kenya, Mrs. Shemper graduated from George Washington University and received her master's degree in psychology from the University of Connecticut. She spent her career in Atlanta as a behavior specialist at the Georgia Mental Health Institute and Georgia Regional Hospital. She was an active member of Congregation Beth Shalom, the Atlanta Women's Wellness Center and Greater Atlanta Hadassah.
She was preceded in death by her parents, Heinz and Elisabeth Bauer.
Mrs. Shemper is survived by her husband, Maurice Shemper; son and daughter-in-law Jason Frank and Rhianna Shemper; son, Michael Scott Shemper of Atlanta; and brother, John Bauer of Virginia.
