She served the Mountain Home community as a board member of Advocates for the Elderly, was active in the Welcome Club and First Presbyterian Church. She was an avid watercolorist and a lifetime member of the Area Art Club. Her interest in art took her to Giverny, France to paint in Monet's Garden. Fran and her husband, Bernard, loved to travel, play duplicate bridge, fish the White River, and dance.

She was preceded in death by her brother P.C. (Pete) Barton. Survivors include her husband, Bernard Bailey of Mountain Home; two children, Dorothy (Dot) Bailey of Gamaliel, Arkansas and son, Robert (Bob) Bailey of Mt.
