Virginia Mary Bartels-O'Rourke, 79, of 1018 Dunham Drive, Dubuque, died Sunday, March 18, 2007, at Mercy Medical Center-Dubuque.

Services will be at 11 a.m. Thursday at St. Anthony's Catholic Church, with the Rev. Daniel Knepper officiating. Burial will be in Mount Calvary Cemetery. Friends may call after 9:30 a.m. Thursday at the church. The Egelhof, Siegert and Casper Westview Funeral Home, 2659 Kennedy Road, is in charge of arrangements.

She was born on Nov. 5, 1927, in Dubuque, daughter of Roy E. and Loutilda (Saunders) Bartels. She was educated in Dubuque public and parochial schools. She graduated maxima cum laude from Clarke College in 1949 and later received her master of arts degree from the University of Michigan. Virginia also completed programs at Harvard University, the Massachusetts Institute of Technology, and the University of Wisconsin.

As a young girl, Virginia became involved with the Girl Scouts as a scout and later as a leader. As an adult, she enjoyed a distinguished and diverse career. She began her Girl Scout professional career as field director and then executive director in Dubuque and later progressed to executive director of the Kansas City council as well as director of the Girl Scouts of the state of Wyoming. Other assignments included serving as resource developer to the Girl Guides in Peru and as representative to the third International Conference on Rural Life sponsored by the Ford Foundation in the Caribbean.

When she became a member of the national Girl Scout staff, she spent four years in Heidelberg, Germany, as assistant director of the North Atlantic Girl Scouts. Upon returning to the United States, Virginia served as national regional director of the Chicago, San Francisco, and Boston field centers. Her last position before retiring was in New York City as the assistant national executive director of Girl Scouts of the U.S.

On Oct. 2, 1982, Virginia married John O'Rourke at Holy Family Church, New Melleray, rural Peosta. They lived in Flossmore, Ill., until 1992, when they came home to live in Dubuque. Here they enjoyed being with family, re-establishing ties and making new friends. John preceded her in death in 2003.

Virginia was a member of St. Anthony's Parish, the Dubuque Golf and Country Club, PEO Chapter IK and several bridge clubs and volunteer organizations.

Virginia's beautiful smile was surpassed only by her inner beauty. She will be deeply missed by her family and friends and will be remembered forever as a truly good person. Her faith and courage sustained her throughout her life and will inspire and comfort her loved ones. We will always remember our beloved Virginia.

She is survived by her sister, Elizabeth Bray, of Dubuque; her sister-in-law, Ruth Bartels Whalen; nephews and nieces, Lisa (Rick) Jones, of Loveland, Colo., Edward (Judy) Bartels, of Missoula, Mont., David (Diane) Bartels, of West Palm Beach, Fla., Ann E. Bartels, of Iowa City, and Timothy Bray, of Claremore, Okla.

Also surviving are her step-daughter, Sue (Jim) Klutnick and their son Jonathon, of Huntington Beach, Calif.; a stepson, Thomas (Marge) O'Rourke and their sons Michael (Cathy) and Brian, all of the Chicago area, and many cousins, including one special Dubuque cousin, Carole Loetscher.

She also was preceded in death by her parents; her brother, Dr. Edward Roy Bartels; and her brother-in-law, John J. Bray.
