Mr. Barker graduated from Upper Iowa University, magna cum laude with a degree in Public Administration. Graduate studies included the Industrial College of the Armed Forces, the U.S. Navy Postgraduate School and the Federal Executive Institute. He served his country in peace and war for 34 years as Chief Industrial Planning Officer, OQMG, Assistant Chief and Comptroller, U.S. Army Audit Agency; Auditor General, Defense Logistics Agency; and as a Senior Foreign Service Officer, Agency for International Development, Department of State. In World War II he served in the Office of Strategic Services and the Chief Ordnance Officer, ETO with duty in England, Omaha Beach, Normandy, Northern France and Germany. He was active in several patriotic, hereditary and fraternal organizations: Governor General, The Order of Founders and Patriots of America; Commander, The Sovereign Military Order of the Temple of Jerusalem; Post Commander, General James Longstreet Camp, SCV; Past President, Richmond Chapter, Sons of the American Revolution; Decedents of Washington's Army at Valley Forge, Sons of the Revolution; Society of Colonial Wars in Virginia; The National Gavel Society; Dove Lodge No. 51, Metropolitan Lodge No. 11, A.F.&A.M., Scottish Rite of Freemasonry; Washington Royal Arch Masons No. 9 and the American Legion Post No. 141.
He is survived by his wife, Annie Brakefield Barker; his daughter, Patricia Barker Jaudon LeCuyer and her husband, Amory LeCuyer; his son, James Oliver Barker and his wife, Deborah Bennett Barker; his grandchildren, Lt. Stephen Bates Jaudon and his wife, Michelle, David Bates Jaudon and his wife, Kristen, Abbey Louise Barker and Adam James Barker; great-grandchildren, Emily Lynn Jaudon and Adam Bates Jaudon; brother, Durward Barker and his wife, Patricia and their children and grandchildren as well as numerous beloved cousins, nieces, nephews and their children and grandchildren across the country.
The family will receive friends from 2 to 4 and 6 to 8 p.m. Friday, May 3 at the Parham Chapel, Woody Funeral Home, 1771 Parham Rd., where funeral services will be held 2 p.m. Saturday, May 4. Interment will be at Westhampton Memorial Park. Masonic services will be held 7:30 p.m. Friday, May 3 at the funeral home.
