Son of the late Freddie and Pearl Baker, he was also predeceased by a sister, Diane Gunn. He was survived by his wife of 27 years, Lampha Baker; five children, Rand W. Baker (Elizabeth), Shirley Ann Harrell, Glen R. Baker (Hae Song, Sarina Smith (Robert) and Krisna Gusterer; eight grandhildren, Catherine Baker, Max Baker, Michael Harrell, Melissa Harrell, Shawn Baker, Alisa Gusterer, William Smith and Andy Smith; sister, Gail Orlaski; and an extended family of relatives. A Buddhist funeral service was held June 3, 2010. His interment was held with full military honors. He retired from the United States Navy after 20 years of service and was a veteran of the Vietnam War. After retirement, he joined Ford Aerospace and served as program manager in Thailand. He later retired from Lockheed Martin as a program manager specializing in sonar installation and programs.
