V. O. Bailey, also known as Osko, was born in Wesson, Mississippi to Benjamin Franklin Bailey and Mary Ann (Renfrow) Bailey. He moved to Dallas in 1891 and he
married Lillian Florence Reed in 1897 in Dallas. Prior
to coming to Texas, he worked in cotton mills as an Engineer, starting at the age of 12. When he arrived in Dallas, he went to work for Tennison Saddlery as an Engineer until 1906. He then went to work for Armstrong Packing, which later sold to Swift and Company Meat Packers and retired from there in 1943. In the early days, he also had a band and he also played some professional baseball. He was a member of the Baptist Church, his grandfather and greatgrandfather having been Baptist Preachers.
