John Phalen is found on the 1880 census with his stepfather and his mother in Wetzel County, West Virginia. John Phalen took on the surname of his stepfather. Josephus Anderson's first wife, Elizabeth, didn't die until 1871, so it would be highly unlikely that Josephus was John Phalen's father.
