He was the son of John G. Adams and Elvira Bradley Adams. On April 15, 1879 as Arthur C. Adams, he married Mary F. Schneider at the District of Columbia. They were also the parents of Edna Schneider Adams (1885-1963). In 1905, she married Hugh Piggot Oram. Their marriage ended in divorce and in 1913, she married Eric M. Plump. Her place of burial is unknown as of July 19, 2020. On July 17, 1893 as Arthur C. Adams, he married Henrietta Heitmuller at the District of Columbia.
In 1873 he graduated from the Columbian University Medical Department. Columbian is now known as George Washington University.

Funeral of Dr. Adams
Services to Be Held Tomorrow at the Family Residence
Funeral services over the remains of Dr. Arthur C. Adams, whose tragic death on Saturday night shocked his many friends will be held tomorrow morning from his late residence, 313 C Street Southeast. The services will be private. Rev. W.L. Devries, rector of St. Mark's Episcopal Church of which the deceased was a member, will officiate. The pallbearers will be selected from the members of the Farquhar Post, G.A.R. of which organization Dr. Adams was a member. The interment will be in Oak Hill Cemetery. Dr. Adams and his family are widely known in Washington and their hosts of friends learned with surprise and grief of the tragic event. Dr. Adams enjoyed the respect of all who knew him and his sudden death was a shock alike to his friends and relatives.
