United States Naval Officer. He became an acting midshipman in September 1800 when just fourteen years old. By 1802 he was promoted to midshipman and served in the Barbary War with Tripoli in 1804 on the frigate Congress. In 1807 he was promoted to lieutenant and served as executive officer under Captain David Porter in command of the Essex which was then on the Pacific station. During the war of 1812 he commanded the sloop Georgiana in an engagement with the British where he captured three British privateers. On June 24, 1813 Downes was promoted to Master Commander and given command of the brig Epervier under the overall command of Stephen Decatur. The next two years found Downes battling the Algerians on the Mediterrean station. On June 17, 1815 in coordination with the rest of the forces under Decatur he captured the Algerian frigate Mashouda. A few days later Downes and his crew of the Epervier captured the Algerine brig of war Estedio with it's entire crew. By 1817 he was promoted to Captain and given the command of the Ontario and later the Independence. By the later 1820's he was promoted to Commodore of the Mediterranean Squadron as well as becoming the commanding officer of the U.S.S. Java. He was next assigned command of the Pacific Squadron, commanding that station from 1832 until 1834. Downes was transferred to the command of the Charlestown Navy Yard in Boston serving as commandant from 1837 until 1842 and from 1850 until 1852. At the time of his death, with over fifty years of service to the Navy he was one of the highest ranking officers in the Navy with only three officers ranking above him.
