US Congressman. He graduated from Westminster College at New Wilmington, Pennsylvania with a Master's Degree in Music and received a Master of Education degree from the University of Pittsburgh. He was appointed head of the music department at Slippery Rock Stage College in 1939 and was appointed School Superintendent at Farrell, Mercer County, Pennsylvania in 1941. He also served as guest conductor for the Air Force Band, the Navy Band and the Metropolitan Police Band at Washington, DC. In 1947 this staunch Republican was elected to Congress and served seven consecutive terms. He was a prominent member of the House Labor and Education Committee and was an early supporter of the Women's Liberation Movement.
