He grew up in Tuttle, and graduated from Tuttle High School in 1968. He attended Cameron State Agricultural College from 1968 until graduating with a bachelor's degree in education from Cameron College in 1972. He then attended SWOSU pursuing graduate studies in education administration from 1972 until 1976. He was employed as the Apache band director from 1974 until 1978; as territory manager at Wertz Food Company from 1978 until 1991; as territory manager at US Food Service from 1991 until 2003, department head in the Lawn and Garden Department at Sutherlands; and as night supervisor of housekeeping at Comanche County Memorial Hospital from 2004 until the present. He married Charolette Maxine Bingham Jan. 4, 1980, in Wichita Falls, Texas. He was a member of First United Methodist Church.
Survivors include his wife, of the home; a son and daughter-in-law, Barry and Michelle Walker, Lawton; two daughters and a son-in-law: Jennifer Langley, and Terri and Randy Bradley, all of Lawton; two brothers: Roy Shay, Bethany; and James Shay, Oklahoma City; and five grandchildren: Chelsea Bradley, Ashley Walker, Trey Langley, Shelby Bradley, and Kayleigh Langley.
