Dr. William M. Balfour was a professor of physiology and cell biology at the University of Kansas. He also served for many years as the vice-chancellor of student affairs, and was the first ombudsman at the university. He served as a major in the Army Medical Corps during World War II.
Dr. Balfour was a consultant at the Mayo Clinic in Rochester, Minn., and later an instructor at the Mayo Foundation before beginning his career at KU in 1957. He served as an assistant professor in the medical school until he became a full professor in 1966. He served as acting chairman of the Comparative Biochemistry and Physiology Department and Director of Pearson College.
He became vice-chancellor of student affairs in 1967 and the university's first Ombudsman in 1977. He also published numerous papers and abstracts in national scientific journals. He received the prestigious KU HOPE Award for excellence in 1978 and 1980.
Dr. Balfour was born Nov. 26, 1914, in Pasadena, California, the son of Donald Church and Carrie Louise Mayo Balfour. He earned a bachelor's degree in 1936, a doctor of medicine degree in 1939 from the University of Minnesota, and a master's degree from the Mayo Graduate School in 1948.
He was a member of several professional organizations and many committees at KU. He was also a member of the executive committee of the Lawrence Unitarian Fellowship.
Off the hill, Dr. Balfour was active in community service and served on the boards of the Douglas County Heart Association, Lawrence Civic Choir, Lawrence Lyric Opera, and the Lawrence Center for Independent Living.
Dr. Balfour married Oane McQuarrie on Jan. 7. 1939, in Minneapolis. She preceded him in death on Aug. 20, 1982.
He and his wife were parents of a son, James McQuarrie Balfour, and two daughters, Laurie Balfour Tremain, St. Paul, Minn., and Wendy Balfour, Lawrence. At the time of his death, he had one grandchild and two great-grandchildren. A third daughter, Barbara Louise Balfour, preceded him in death in 1986.
Dr. Balfour is remembered fondly by many alumni of KU. He always had time for his students and for those students he advised. Many medical school graduates were helped through their degree programs by his helping hand and expertise.
