Delha Marie Dancy was born in Tarboro, Edgecombe Co, NC, 3rd of 4 known children (2 boys/2 girls) born to wealthy lawyer and planter, Francis Little Dancy and his wife, Charlotte Sessoms. She grew up in the now historic "Irwin House" at 601 St. Andrew Street, which still stands today, believed to be built ca. 1803 by one of the Irwin family and immediately sold to her father.

Her father was son of William Dancy and Agnes Little who migrated to Tarboro, Edgecombe County from Virginia about 1745. The family became quite prominent in the area. Francis was an early graduate of UNC, who became a lawyer and a wealthy planter and landowner. Her mother, Charlotte, was daughter of Solomon Sessoms and Elizabeth Lloyd (Loyd), who were also wealthy landowners in Edgecombe.

When she just out of her teens, she married on November 10, 1836 to Agesilaus S. Foreman, of whom little is known. The marriage was short lived, as her husband died in 1840, and the only child from this union, Camillus S. Foreman (1839-1841), died the following year. The widow would remain unmarried for the next 20 years, living the life of the upper class, as she inherited from her husband, and later a substantial estate when her father died in 1848.

In 1860, the 38-year old widow, married again to the 50-year widower, Robert Henry Austin, a merchant in Tarboro who had 3 grown children from his first marriage. The couple had 16 years together before her death in 1876. Robert never remarried and died in 1890 at the age of 80.

All 3 of Delha's sibligs would marry children of Judge James Smith Battle & Sally Harriott Westray of "Cool Spring" Plantation in Edgecombe. Delha's brother, William Francis Dancy, would marry (1st) Martha Caroline Moye, daughter of Gen. Wyatt Moye of Pitt County, and (2nd) Mary Eliza Battle, the Judge's second-born. (She later married Dr. N. J. Pittman after Dancy died.)

Her brother, John Sessoms Dancy, married (1st) Cornelia Battle, the Judge's eldest, and (2nd) Anne Elizabeth Hyman, daughter of Henry Hyman and Martha Porter. Sister, Elizabeth Dancy, married William Smith Battle, third-born to Judge James Smith Battle.

All 3 of her siblings built gracious suburban estate homes in Tarboro, two of which still stand today (ca. 2008). William Francis built the "Dancy House" ca. 1855 on St. Andrew Street. John Sessoms Dancy built a massive estate on North Main Street (now destroyed); and Elizabeth Dancy and William Smith Battle built "The Barracks" ca. 1858 on Albemarle Street.
