Robert is believed to be the son of a Robert Harper, Sr. He is also believed to have been born in Virginia in an area that became Jefferson County, West Virginia, at around the time of the Civil War.

The majority of the inhabitants of West Virginia didn't believe in slavery, so they split apart from Virginia and joined the Union army during the Civil war. Thus, West Virginia was created out of the western part of Virginia.

Berkeley County, Virginia was formed out of Frederick County, Virginia, in 1792.

Jefferson County, Virginia, was formed out of Berkeley County, Virgina, in 1801.
