US Congressman. He was admitted to the bar in 1887, commenced law practice in Stockton, California, and was assistant district attorney of San Joaquin County from 1893 to 1897. In 1897, he was elected as a Democrat to the Fifty-fifth and Fifty-sixth Congresses, serving until 1900. That same year, Presindent Taft appointed him judge of the United States Customs Court, New York City, serving until he resigned in 1910. From 1910 to 1922, he served as presiding judge of the United States Court of Customs Appeals, Washington, D.C and practiced law until retiring to his ranch in California in 1939. (bio by: John "J-Cat" Griffith)
