Gagnon was born and raised on the farm of his French-Canadian parents in Quebec. He arrived in Cook County in the 1890's and bought the only trading post in Grand Portage, which was located on an island in the bay. One of the few white men in this fur district, Gagnon conducted much of his business with Native American trappers. He was also one of the most successful commercial fishermen on the North Shore.
