The son of John & Mary Magdalene (Schreiber - "Slaybaugh" in his death certificate) Cline, in 1860 he was a farmer presumably living in Adams County, Pennsylvania, although he is not found with certainty in that census. He married Eliza Jane Underwood in 1861, fathering Mary Alice (b. 07/13/62), Foster Lincoln (b. 09/23/64), Clara (b. 10/09/66), Charles (b. @1869), Bessie J. (b. 02/12/73 - married A. D. Bower), Howard Alexander (b. 05/27/75), Elsie M. (b. @1878), Ira J. (b. 12/24/80), and Elmer (b. @1884).

A Civil War veteran, he was drafted and mustered into federal service at Chambersbrug February 25, 1865, as a private with Co. F, 91st Pennsylvania Infantry, and honorably discharged with his company July 27, 1865.
