He was born in Tacoma and lived in the Tacoma area all his life, the last 51 years at "Timbertide" in Gig Harbor, where he was an avid gardener and fisherman.
Allen was a graduate of Stadium High School in Tacoma, and the University of Washington where he was affiliated with the Kappa Sigma Fraternity. After 5 years with Todd Pacific Shipyards, a 37 year career with ASARCO at the Tacoma Smelter began, the last 13 years as mechanical Superintendent. He was a licensed Professional Mechanical Engineer in the state of Washington. Chuck was always active in the Gig Harbor/Tacoma community, contributing generously of his time and talents to many organizations, including the Tacoma Engineers Club, Tacoma Elks Club, Peninsula Athletic Association, Rosedale Community Club, Washington State Historical Society and the Peninsula/Gig Harbor Historical Society. He was often referred to as "Mr. Republican". Chuck, a lifelong Episcopalian, was proud that he was involved as building chairman of the first St. John's Episcopal Church, Gig Harbor, "The Log Church", and later chairman at the building committee for the current St. John's Church.
