Norbert was a son of Frank and Lottie (Kristula) Ziobro. He was a member of Holy Mother of Sorrows Polish National Catholic Church, Dupont. He was a 1961 graduate of Dupont High School and a graduate of Penn State University. He served as a member of the U.S. Marine Corps, was a former member of the Dupont Hose Company, and a life member of the Demolay. He retired in 2001 from the Tobyhanna Army Depot. He was married to Dolores Ziobro.
