US Congressman. Confederate veteran. Atwater was in the Confederate army during the Civil War, serving with General Robert E. Lee until the surrender at Appomattox. In 1890, he was a member of North Carolina state senate. He was then elected as a U.S. Representative from North Carolina from 1899 to 1901. (bio by: Evening Blues)
