Philomena Capaldi Philomena "Phil" Capaldi, mother of Linda King and LouAnn Lubben; former secretary to the Porterville City Manager, passed away on September 9, 2013. Born on January 12, 1929, in McKees Rocks, PA., she attended Miles Bryan High School in McKees Rocks (1946) and graduated from the Robert Morris Business College (1947) in Pittsburgh, PA. At age 19, she moved to Washington D.C.. and worked for the Federal Government near the White House. She met and married Luis Shan King in Fort Belvour, VA., in 1951. They relocated to Fresno, CA.. where she worked as a secretary for the State Transportation Dept. Phil later moved to Porterville where she became a secretary for the Employment Development Dept.. and later the secretary to two Porterville City Managers. She worked closely with many city council members and mayors over her 20 plus year career at City Hall. She fulfilled her dream of living in California and Hawaii in her lifetime. Phil always had a smile on her face and loved taking care of others. She enjoyed ice skating as a youth, played golf later in life, and was the chorister for her Church choir. She was preceded in death by her parents Francesco and Niva Capaldi from Bugnara, Italy who immigrated to the US in 1928. She was a nurturing, supportive mother to daughters Linda King of Marina del Rey and LouAnn Lubben (Kenneth) of Visalia. She leaves one grandson, Zach Vest of Los Angeles; two sisters, Rose (Chuck) Hoffman of Palmyra, VA. and Elvira (Vince) Del Monte of Pittsburgh, PA; four step-grandchildren Mike (Andrea) Hearn, Corey (Yamel) Lubben and Staci (Lubben) Chastain. Also preceding her in death were brothers Tullio and Frank Capaldi and sister Theresa Tarquinio all of Pittsburgh, PA. and son-in-law Bob Galchus of Marina del Rey.
