Francis was the 5th of six children born to Ernest Bowman and Mary Alice Jacobs. When he was but 5 years old, his father, a sugar planter, died. This left Alice with 6 children to raise on her own which she did. But it also meant her children became quite self-sufficient at early ages.

Francis, by age 17, had already left home and was pursuing a career in the newly emerging industry of oil production. Once established, he married Stella Watkins in 1907 in Berwick. He worked as an oil agent for Pierce Oil Co. and others serving the Atchafalaya River basin his entire career. They built a stunningly beautiful home on Ceylon St, which still stands in its charm and grandeur today. They had three daughters.
