THOMAS ELLIOTT GILMOUR was born on 25 September 1817 in Christian County, Kentucky. He was the fifth of GEORGE and POLLY TERRELL (HICKMAN) GILMOUR's eight children.
With the death of his grandfather, JAMES GILMOUR in November 1834 and his father, GEORGE GILMOUR in October 1835,
THOMAS ELLIOTT GILMOUR decided to leave Christian County, Kentucky and join his older brother, JOHN WILSON GILMOUR who had settled in Hancock County, Illinois. He bought land in the Durham Township of Hancock County on a section adjacent to his brothers, JOHN WILSON GILMOUR and JAMES LEWIS GILMOUR and was married there on 3 March 1842 to MARY A. YOKE.
THOMAS ELLIOTT and MARY (YOKE) GILMOUR became the parents of two daughters: SARAH E. GILMOUR, born on 18 January 1842 and ANN GILMOUR, born in 1847. He died in 1850, one year before his brother JOHN WILSON GILMOUR sold his land and departed in covered wagons for the Oregon Territory. His wife MARY and their daughter SARAH remained in the Durham Township of Hancock County where SARAH was married to WILLIAM BENONA MILLS in September 1858.
