A member of the Republican Party, he was elected to represent New York's 2nd Congressional District in the United States House of Representatives, serving from 1963 to 1975. The son of a police officer, he attended Hofstra University and during World War II, he served with the United States Air Corps, whom he was station with in the China Theater. Upon returning home, he attained his law degree from Columbia University and practiced in his hometown of Babylon, New York. Grover became interested in politics and launched his career when he was elected to the New York State Assembly (1952 to 1962). During his tenure in Congress, he showed the ability to compromise in a bipartisan manner. When his district's unemployment numbers reached alarming proportions, he was successful at securing grants under the Public Works and Economic Development Act. After leaving the government, he resumed practicing law. (bio by: C.S.)
