A prominent and respected member of the medical profession in Harrisburg Illinois for 39 years, Dr Blackard served as a director and as secretary of the Harrisburg Hospital from the time it was organized until his retirement in the early 1940s. He graduated from the St Louis University School of Medicine in 1908 and before entering medicine he was a school teacher in Gallatin County. At the time he entered the university he was serving his second term as county superintendent of schools. He was president of his senior class in medical school.
He married Ella Mills December 30 1897 and they had nine children.
He came out of retirement during World War II to do office practice for his son, William J Blackard Jr, who was serving as a Captain in the medical corps.
