A native of Philadelphia, Pennsylvania, Foglietta was elected to represent Pennsylvania's 1st District in the United States House of Representatives, serving from 1981 to 1997. Foglietta also served as a Delegate to the Democratic National Convention from Pennsylvania in 1956, Democrat Candidate for Mayor of Philadelphia, Pennsylvania, in 1975, and in 1997 he was appointed by President Bill Clinton to the post of United States Ambassador to Italy.
