Presidential Cabinet Secretary. In 1911, President Taft appointed him Secretary of War serving until the outbreak of World War I, when he served as an Army Colonel in France. He was appointed Secretary of State by President Hoover and served from 1929 to 1933. In 1940, he began his second tenure as Secretary of War and is best known for his aggressive stance during World War II. He managed the drafting and training of 12 million sailors, soldiers and airmen, also the purchase and transportation to battlefields of 30% of the nation's industrial output. Stimson was the major decision-maker on the atomic bomb and both Presidents Roosevelt and Truman followed his advice about using it as the
