As a teenager and young adult he gained experience in politics by serving first as a page, then as a calendar clerk for the Georgia State Legislature. While working for his law degree, he served as a private secretary to Senator Patrick Walsh of Georgia. After he obtained his law degree, he was admitted to the Georgia Bar in 1897, but soon took time out to enlist in the United States Army during the Spanish-American War. He served as a Sergeant in the 3rd Georgia Volunteers before being honorably discharged at the end of the conflict. He served in the State Legislature before being elected as a Democrat to represent Georgia's 5th District in the United States House of Representatives, serving from March 4, 1911 to March 3, 1918. He had chosen make a bid for United States Senator (losing the nomination to Senator William Julius Harris), and his seat was subsequently filled by Congressman William D. Upshaw.
