Judge Van Wagenen attended Canisius College in Buffalo, New York between 1873 and 1875 and received LLB from the State University of Iowa in 1876. He was a city attorney for Washington, Iowa from 1879 to 1880 and was a Judge of 4th Judicial District of Iowa from 1892 to 1895. He was United States Attorney for Northern Iowa by appointment of President Woodrow Wilson from 1913 to 1921. He was an author of "Government Ownership of Railways 1907". (bio by: Anonymous.)
