Judge Van Wagenen attended Canisius College in Buffalo, New York between 1873 and 1875 and received LLB from the State University of Iowa in 1876. He was a city attorney for Washington, Iowa from 1879 to 1880 and was a Judge of 4th Judicial District of Iowa from 1892 to 1895.
