Governor of Arizona Territory. His parents, who had just emigrated from Wales, either died or were unable to care for him, so he went to an orphanage. He grew up as an "indentured servant" to a Calvinist farmer. At age 16 his servitude ended and he was given $15 and sent out into the world. He was allowed to attend some public schools in Meadville, Pennsylvania. He then enlisted as a private in Company A of the 101st Pennsylvania during the Civil War and served for two years. He returned to school after the war and earned a law degree. For health reasons he moved to Arizona in 1871 and was admitted to practice law before the Arizona Territorial Supreme Court. He entered politics and was elected to the Tucson city council in 1872 and as Pima County attorney in 1873. He was appointed to Attorney General, but resigned after one year. He was appointed as territorial governor in 1893. He favored women's suffrage and other liberal views which created many powerful enemies. As a result, he was removed from office in 1896.
