US Congressman. He was entered into the Georgia Bar in 1899. He served as Mayor of Decatur, Georgia in 1915 and in the Georgia State Legislature before being elected as a Democrat to represent Georgia's 5th District in the United States House of Representatives, serving from March 4, 1927 until his death in office in July 1929.
