Sir James John Digges La Touche,
Knight Commander of the Most Exalted Order of the Star of India.

He married Julia Mary Rothwell, daughter of Thomas Wade Rothwell on 16 December 1873, at Ajmere, Bombay, India. Julia was said to be 19 years old.

SIR J. J. D. LA TOUCHE
We regret to announce the death of Sir James John Digges La Touche, K.C.S.I., which took place yesterday morning at his residence, 53 Raglan road, Dublin, after a short illness. Born in December, 1844, he was son of Mr. W. D. La Touche, who at that time was well known in banking circles in Dublin. He was educated at Trinity College, Dublin, where he received the degree of Bachelor of Arts, and in 1873 married Julia, daughter of Mr. T.W. Rothwell.
Sir James La Touche had a distinguished career in the Indian Civil Service, and in 1901 was created a Knight Commander of the Star of India. He retired in January, 1907, after forty two years, and returned to Dublin, where he has since resided. His appointment to the Service followed the examination of 1865, and he arrived in India two years later.
His first service was in the North-West Province as Assistant Manager and Collector and Assistant Settlement Officer until December, 1871, when he was transferred as Settlement Officer to Ajmir. Here he officiated as Departmental Commissioner. He returned to the North-West Province in 1875, and rendered valuable services as District Superintendent of Police, Settlement Officer, etc. From August 1886, he acted as Commissioner in Upper Burmah until April, 1890.
Rejoining the North-West Province and Oudh, he acted as Magistrate and Collector, and in the following year became a member of the Provincial Legislative Council. In April, 1893, he served as Commissioner and Agent in Benares, and in December that year became Chief Secretary to the Government. He received the Companionship of the Order of the Star of India in January, 1896, and later that year was appointed a member of the Board of Revenue.
The following year he was an additional member to the Viceroy's Legislative Council. From May to November, 1898, he officiated as Lieutenant-Governor of the North-West Province, an appointment which was confirmed in November, 1901, when he was Knighted. In 1907 Sir James was a member of the Council of India. He was the author of the "Gazetteer of Ajmir-Mairwara".

SIR JAMES DIGGES LA TOUCHE, whose death at Dublin is announced, belonged to an old Anglo-French family, and was a member of the Indian Civil Service for forty years before his retirement in 1907. At the close of a successful official career he was appointed to the post of Lieutenant-Governor of the United Provinces of Agra and Oudh, and to a seat on the Council of India. He was a typical civilian of the older school, hardworking and devoted to the interests of the Indian people, but lacking that breadth of view which would have qualified him to meet the new political conditions which arose after his retirement from the Service. Though he knew the people intimately, he possessed little imagination or literary skill, and he published nothing except a gazetteer of the Province of Ajmir. His memory will be preserved by his educational policy, the improvement of the teachers' position, the provision of improved school buildings and boarding-houses, and, finally, by his foundation of the Medical College at Lucknow, which was the crown of his official labours.
