Washington was born Elihue Washington Frazier to David Lafayette Frazier and Elizabeth Doggett.
Ethel Moore Rowton joined him in Oregon City where he was married and they married there about 1894. Their three children were born in Oregon. In 1898 Ethel and the children traveled to Springfield, Missouri to visit her parents. She and baby Viola contracted typhoid fever and died. Washington returned for the funeral and his other two children.On 22 of June 1903 he married Rose E. Chapman in Springfield, Missouri. He must have divorced her because in the 1910 census he was living with 3rd wife Bessie (McMahon),his two children from marriage to Ethel, and Bessie's thirteen year old son. He was listed as divorced in 1920 census and a widow in 1930 census.
